Mr. Weinstein has lectured on federal procurement issues before the National Contract Management Association, state bar associations, and other organizations.
Scott Honiberg is the founder and President of PHA, Inc. a firm that specializes in federal contracting with an emphasis on health care and professional services. Since establishing PHA in 1992, he has focused on the intersection between research, business development and contracting in federal market sectors in general, and within the Department of Defense and the Department of Veterans Affairs in particular.
