Road-building project in Gaza seeks U.S. firms

The U.S. Agency for International Development (USAID), West Bank & Gaza mission has announced SOL 294-2001-004. USAID is seeking the services of American companies in providing design/build (d/b) services for the design and construction of approximately 30 kilometers of a rural arterial highway, from Nablus city to Jenin city, in the West Bank. The southern terminus of this project is a connection with the Nablus bypass northeast of Nablus city. The northern terminus is a connection with the Jenin south entrance road (route 60) south of Jenin.
The project includes the design and construction of a new rural arterial highway. The project crosses historical and cultural resources, which are to be avoided and/or mitigated. Coordination with local utilities will be included in the project. The scope may include a maintenance component to be provided by the design/build team. The estimated project construction cost is more than $10 million.
Three teams will make the short list
One design/build team will be selected for the entire project. The selection process will follow the procedures in FAR 36.3 - two-phase design build selection procedures; a request for qualifications and a request for proposals (RFP). The request for qualifications will be made available to all firms responding to this announcement on or about December 30, 2000. The team qualifications will be evaluated to determine the ability of the design/build team to plan, construct and control this project. Three teams will be short-listed and asked to respond to the RFP. The proposals will be used to select a team to provide a quality product, on or ahead of schedule, for a fixed price. it is anticipated the contract will be awarded in the summer of 2001 with scheduled project duration of 2 years.
USAID is seeking design/build teams that are committed to quality, have proven experience in the design and construction of large highway construction projects, will bring innovative design/build approaches to ensure timely and quality completion, and are willing to partner with USAID for the mutual success of the project. This is a USAID-funded project. USAID reserves the right to cancel the project with notice to the firms responding to this announcement.
RFP expected to be ready on December 30

You also should include an updated telephone number and/or a fax number or an e-mail address where you can be contacted. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk. If you require a copy in paper form of the solicitation, you must specifically ask for it, but you will not receive both a copy in paper form and a floppy disk.
The RFP, once issued, can be downloaded from http://www.info.usaid.gov. Select business and procurement opportunities from the home page, then quote USAID procurement unquote. On the following screen, select quote download available USAID solicitations unquote. Receipt of this RFP through Internet must be confirmed by written notification to the contact person noted above.
