Immigrants who apply for either Permanent Resident Cards (PRC), Employment Authorization Documents (EAD) or Department of State Laser Visas first apply through the INS process. Their electronic data record is then transmitted to the Datatrac/SEIT operated card production facility. This record contains the applicant's photo, fingerprint, signature, and biographical data.

    The current ICPS system configuration at the Production Facility is capable of completing approximately 300 mailable optical cards per hour, while the dedicated system for EAD cards is capable of producing 500 cards per hour. Trained production technicians as well as quality control and maintenance staff, ensure continuous, productive operation of this equipment.

    These elements, in addition to many fraud-resistent features reside in the card, are submitted to a printer, tracked by a laser engraved bar-coded serial number, and travel through various computer driven components, including an optical memory encoder where personal information is embedded into the card's optical storage area. After stringent quality control and security measures are confirmed, the resultant identification card (formerly referred to as a "green card") is mailed to the applicant.
