Cobb County, Georgia Chooses OnBase

ECM software solution unifies paper-based content across 13 departments, increasing departmental collaboration and constituent service for county government

What do a county judge, a building field inspector and a clerk in a community development office all have in common? They all need to access information — permits, licenses, citations, case files, photos, invoices, etc. In Cobb County, Georgia, more than 3,000 of these kinds of documents arrive every day across many departments, and the county needed a better way to manage it. Because the one solution could be leveraged across all of the county's departments, the county became one of more than 1,100 state and local governments to use Hyland Software's enterprise content management (ECM) solution, OnBase.

"To be able to have one solution in OnBase that is used in many different ways within individual departments has changed how we work," said Yolanda Rucker, technology services manager for Cobb County's OnBase deployment. "Before, we had at least four imaging systems with no flexibility, scalability or ability to integrate to a single enterprise choice for document management. Now, we have a way for information to securely be shared within and across departments throughout the county."

Teaming up with Authorized OnBase Solution Provider Harvest Technology Group, Cobb County deployed OnBase in 13 departments — juvenile court, magistrate court, sheriff's office, department of transportation, water department, fire department, state court, probate court, district attorney, solicitor's office, medical examiner and community development. Next, Cobb County plans to expand the solution to property management, human resources and finance.

But OnBase isn't just built to accommodate government processes within office walls.

Before OnBase, community development inspectors and enforcement officers used to work with clipboards and physical files, often calling results back to the office. There, a clerk would transcribe the data into the permit system, in addition to various spreadsheets, reports and other files. This meant that clerks were tied up on the phone instead of serving constituent needs.

Today, the county has replaced clipboards with cost-effective electronic tablets and air cards. Using Accela, an e-Government software package used by the county, inspectors and officers in the field upload inspection reports right from their mobile devices, and that information is immediately available electronically across the agency. In addition, permit clerks and back office staff can scan or upload approved permits and supporting documents. Now, the inspection and permit process takes 66 percent fewer staff resources, freeing clerks to focus on serving constituents.

Meeting standards and working in the best interests of county residents are two key factors to Cobb County's mission statement, and items of focus when making decisions on their technology needs.
