Department Of Energy Awards $1 Billion A-76 Contract

Germantown, MD - The Department of Energy awarded a seven year, $1 billion award to Energy Enterprise Solutions, LLC, in partnership with the Department of Energy's Most Efficient Organization (MEO), to support the Department's IT requirements as a result of the recently completed DOE A-76 IT Competitive Sourcing Study. This award is one of the largest Federal information technology services contracts ever awarded to a small business.

The contract award to EES is in conjunction with the award of the Letter of Obligation (LOO) to the Department's Agency Tender Official, Mr. Gordon Errington, the DOE Deputy Chief Information Officer and the Departmental official who was designated to lead the agency's MEO team and its proposal efforts.

William Teel, Jr., Chairman of the Board for EES said, "This award is a win-win for Federal employees and for private industry as it is one of the few times Federal employees have teamed with private industry to win a competitive sourcing deal." Teel added, "EES and its industry partners, which include incumbent DOE contractors, are extremely proud to continue to serve the DOE and to support its critically important National Security mission."

Under the President's Management Agenda, Federal Agencies must open many activities deemed not inherently governmental to outside competition. The goals of Government Competitive Sourcing Actions are to improve services and cut costs. Teel said the award to the Federal MEO and its industry partners could potentially save DOE about 35% over current IT expenditures throughout the life of the contract. This A-76 contract award to EES will consolidate a number of existing and IT-related DOE contracts.

EES, a small business joint venture, was formed as part of an SBA-certified Mentor-Protege agreement between majority-owner 1 Source Consulting, Inc. and RS Information Systems. In conjunction with the DOE Federal IT workforce, this single integrated Federal/contractor solution, also known as "Team DOE", will be committed to providing consolidated IT services, simple access, effective management, strengthened security, and improved performance by delivering services on time and with exemplary quality throughout DOE, its Federal stakeholder communities, and the American public.

EES will support the DOE MEO in a wide range of information technology areas including enterprise architecture and capital investment planning, cyber-security, applications/ web design and engineering for DOE corporate systems, and technical support for the DOE IT Infrastructure and operations, including telecommunications, network engineering and operations, applications hosting, desktop management and user support services.

Teel called the award "a defining moment for Team DOE, 1 Source, and the small business community. I am honored to have worked with some of the brightest and most dedicated professionals in the Federal IT community in winning this historic small business contract. I am proud of this accomplishment and very confident we will work to the best of our abilities to help ensure total customer satisfaction and the highest quality IT service delivery."

Teel added that the announcement of this award "is a testament to the entire EES Executive Management Team, its staff, and the many other individuals who contributed to this effort. The DOE MEO and EES will lead an integrated team of experienced DOE contractors including ASRC Airfield and Range Services Corporation, CNSI, and DSD Laboratories, Science Applications International Corporation (SAIC), Booz Allen Hamilton, Computer Sciences Corporation, e-Management, Highland Technology Services Inc., Project Performance Corporation, Qwest Federal Systems, Verizon Ferderal Network Systems, and IBM.
