White Paper: Federal Enterprise Architecture: Realigning IT To Efficiently Achieve Agency Goals

In an effort to increase efficiency, reduce complexity and cut the cost of designing, implementing and managing federal information technology (IT), Congress and the White House initiated a reform movement now recognized as the Federal Enterprise Architecture (FEA). The FEA is largely based on the Enterprise Architecture (EA) methodology developed by John Zachman, as well as other well-known theorists. The goal of an EA is to create an IT architecture that helps map an organization's business processes with its IT systems, enabling private and public sector institutions to free up funds for more value-added, missioncritical activities. While the FEA initiative has grown into a fully sanctioned federal regulation that agencies must submit to the Office of Management and Budget (OMB), there are some questions remaining, such as: What lies beyond the theory? And how can an FEA be implemented?

In this paper, we will explain EA, show why it's critical to improving government operations, and identify practical guidelines for effective design, implementation and management, so the FEA can deliver on its promise to improve agency effectiveness and help ensure compliance with federal regulations.
