The CoN enables Army commanders to use Video Furnace's IP video distribution system for training and informational purposes, and it places the Video Furnace system on the Army Authorized Products List/Army Valid CoN list.

WSMR is part of the Developmental Test Command, which reports to the United States Army Test and Evaluation Command and is designated as an activity within the Department of Defense major range and test facility base.
The U.S. Army tested the Video Furnace IP video distribution system for five years at WSMR before it awarded the CoN. Testing included reviews of technical product documentation, industry research and interviews with Video Furnace product technical support and Army users and administrators of the application.
