Pendulum Announces National Marketing Contract Award

Rock Island, IL - The U.S. Army located at Rock Island Arsenal awarded a national marketing services contract for the Armament Retooling Manufacturing & Support (ARMS) Program to Pendulum Management Company LLC.

ARMS is a government program designed to treat its ammunition production facilities and surrounding real estate as assets rather than liabilities and let the commercial marketplace help reduce the cost of Army operations and production. ARMS is a public-private partnership program that serves as a model for reducing costs of operations of military installations and to support the Warfighter.

The national marketing services contract includes a broad range of marketing including newsletters, maintenance of website, news releases, brochures and ads. The national marketing effort is known as "Operation Enterprise" and is a national cooperative program that collaborates with the six U.S. Army ammunition plants to market the facility capabilities to both national and international markets.

Total economic impact of the ARMS program since inception in 1992 is $5.4B. Total program savings of $322.7M have exceeded total program investment/expenses of $269.7M.

The mechanism for achieving the above results is the Facility Use Contracting Initiative – a streamlined program that is attracting private business and industry to locate on the installations and make use of existing facilities and infrastructure already in place. Businesses pay to use these assets and the revenues from rent to offset Government expenses.
