The OASIS small business contract looks to help increase the small business goal for each individual federal set-aside.

As stated in the Federal Times, “OASIS is a Government Wide acquisition Contract (GWAC) that offers professional services such as: financial management, engineering, scientific, and logistics services that agencies can tap to augment their own staffs.” Businesses that wish to bid on the OASIS small business contracts when it begins must first be properly registered in System for Award Management (SAM). SAM is the official government system that consolidates the capabilities of the previously used databases of CCR/FedReg, ORCA and EPLS. It is federally mandated that every contractor who wants to work for the government and bid on government contracts must be properly registered in SAM.
